Can't format my 64GB MicroSDXC card properly, what app could I use?

I'm trying to format my 64GB MicroSDXC card like the instructions say:

'Create As: Primary File System: FAT32 Cluster Size: 32kb (You can put 64kb as well). Read this guide if anyone wants to give it a go:'

For some reason Windows 7 does not allow to format to FAT32. Also, I can't seem to find a program that allows formatting to 32KB or 64KB cluster size. The lowest Allocation Unit Size I see is 512.

Any ideas on what I can do?
